How can I weather proof my apartment balcony?

I live in a corner unit in my apartment and need some suggestions for what I can do to keep wind and rain to a minimum. I've thought of plastic shower curtains but that will probably look tacky. The railing has rounded edges which would make it hard to attach anything to, but it is a solid plastic piece so no rain can get through there just over the top. I need to be able to use my patio throughout the winter ( not concerned with it being warm just want to keep the elements at bay.)

Used 6 mil clear plastic sheeting stapled to dowelling( screw eyes in the ends to hang onto hooks screwed into faschia boards on edge of roof/ceiling) with another smaller dowel across the bottom so I could roll it up like a blind and secure with a tie when it was nice out. leave ends of bottom dowel sticking out past the plastic, or put little screw eyes in the ends so you can secure to railing if it's windy, although enough weight on the bottom will keep it stable if it extends about a foot below the railing
